民办高等职业教育高质量发展的困境与突破——以安徽为例

摘  要:在推进社会主义现代化教育强国建设的新征程中,民办高等职业教育有着极其重要的价值。近30年来,安徽民办高职院校数量呈增长态势,办学质量呈现螺旋式上升;当前面临分类管理中营利性非营利性抉择左右为难、专业建设同质化严重、社会认可度较低、师资力量较弱等困境。安徽民办高等职业教育高质量发展急需从六个方面寻求突破:依法治教治校,夯实政策稳投资信心;化解利益冲突,稳步推进分类管理;优化专业布局,聚焦聚力新质生产力;树立质量文化,以质图强,赢得良好社会口碑;立足常态诊改,大数据赋能提质增效;筑牢教学本位,多措并举提高师资质量。On the new journey toward building a powerful socialist country with modern education,the private higher vocational education also has very important value.In the past 30 years,the number of private higher vocational college in Anhui province has been increasing,and the quality of school-running also has spiraled upward.However,there still exist some problems.For example,the choice of for-profit or not-for-profit in the classified management is in a dilemma,the homogeneity in professional construction is serious,the degree of social recognition is low,and the strength of teaching staff is weak.To realize the high-quality development of Anhui private higher vocational education,it is necessary to seek breakthrough urgently in the following aspects:managing the education and school according to law,and consolidating the policy to stabilize the investment confidence;resolving the conflicts of interest and steadily promoting the classified management;optimizing the professional layout and focusing on the new quality productivity;establishing the culture of focusing on quality and thus winning the social reputation;based on the normal diagnosis and reform,and improving the quality and efficiency with the big data;based on the performance of the teaching,and improving the quality of teaching staff with multiple measures.
