海外中文教育政策的关联因素与多维研究视角

摘  要:中文教育政策能够直接反映国际中文教育在当地的发展状况与阶段性特征,以及各国对中文的语言态度。通过对亚洲、欧洲、美洲、非洲、大洋洲除中国之外的124个国家的中文教育政策进行系统梳理,对政策制定状况、政策与经济的关系、影响政策制定的因素等进行了研究,发现中文教育政策与中外双边经贸往来、国家教育和文化发展水平、当地华人华裔数量这三者具有较强关联性。从语言产业经济学、区域国别研究、大数据分析三个视角出发,针对影响中文教育政策制定的因素及其动态性特征,对构建中文教育政策研究的多维视角进行了探讨。The Chinese-language education policy can directly reflect the development status and the stage-specific characteristics of international Chinese-language education in different regions as well as the language attitudes of various countries towards Chinese.This paper systematically reviews the Chinese-language education policies of 124 countries across Asia,Europe,America,Africa,and Oceania,excluding China.It investigates the policy formulation,the relationship between the policies and the economy,and the factors influencing policy formulation.It concludes that there is a strong correlation between Chinese-language education policies and three other factors:the bilateral trade between China and other countries,the level of the national education and cultural development,and the number of the local Chinese population and Chinese descendants.Judging from the perspectives of the economics of language industry,regional and country-specific studies and big data analysis,this paper explores the construction of a multidimensional perspective for studying the Chinese-language education policy with a consideration of the factors influencing the formulation of Chinese-language education policies and their dynamic characteristics.
