资源分配制度重塑:“智治”何以激励全民共治?——基于鄂尔多斯市伊金霍洛旗道德量化的案例研究

摘　　要：以智慧化手段促进公民的广泛参与成为实现基层治理现代化的落脚点。通过鄂尔多斯市伊金霍洛旗“多多评”平台建设案例,采用扎根理论方法,编码出技术链接主体、社会贡献度评估量化、数字放大善治、高效能保障四个主范畴,进而归纳出“智慧共治系统”这一核心范畴的实现机制和运转路径。发现其建立了“以社会贡献度评估”为核心的社会资源分配体系,试图超越或结合传统的货币分配机制,将公共产品和准公共产品的分配依据转向社会贡献尺度,而技术手段则用来度量、量化和记录社会贡献,激励机制来协同各主体共治,尤其让居民参与治理,保障机制用以兼顾场景创新和发展的可持续,进而探索技术和制度创新的智慧共治的可复制模式。How to promote the extensive participation of citizens by intelligent means has become the foothold of realizing the modernization of grassroots governance. Taking the building of the “Multiple Evaluation” platform in Yijinhuoluo Autonomous Banner of Ordos City as a case study, this study uses the grounded theory method to code out four main categories: technology link subject, social contribution evaluation and quantification, digital amplification of good governance, and high-efficiency guarantee, and then summarizes the realization mechanism and operation path of the core category of “intelligent co-governance system”. It is found that the target region has established a social resource allocation system with “social contribution assessment” as the core, aiming to go beyond or combine with the traditional monetary distribution mechanism, and shift the distribution basis of public goods and quasi-public goods towards the scale of social contribution, while the technical means are used to measure, quantify and record social contributions, and the incentive mechanism is used to coordinate the co-governance of various subjects, especially to allow residents to participate in governance;the guarantee mechanism is used to take into account the scenario innovation and sustainability of development.
