摘　　要：引领海洋强国建设精准发力,推动实现中华民族伟大复兴,亟待打造世界海洋人才中心和创新高地战略支点。文章采用文献研究和演绎推理法,构建打造世界海洋人才中心和创新高地战略支点的实施路径。首先,从海洋人才集聚、海洋创新策源和海洋事业发展3个方面系统阐释打造战略支点的理论内涵。其次,从人才强国战略、创新驱动发展战略、建设海洋强国的实施角度分析打造战略支点的意义。再次,提出在遵循创新性、系统性、可行性的原则前提下,明确打造战略支点的目标是资源集聚、科创策源、发展引领、辐射带动。最后,重点提出建设世界海洋人才中心、建设海洋创新高地、推动战略支点发力等打造战略支点的关键举措。It is urgent to implement path of building the strategic fulcrum of the world marine talent centers and innovative hubs to lead the construction of a maritime power and promote the great rejuvenation of the Chinese nation.This paper uses literature research and deductive reasoning to construct the implementation path of building the world marine talent center and the strategic fulcrum of innovative highland.Firstly,the theoretical connotation of building this strategic fulcrum is systematically explained from three aspects:the gathering of marine talents,the source of marine innovation and the development of marine undertakings.Secondly,the significance of building this strategic fulcrum is analyzed from the perspective of the implementation of the strategy of strengthening the country with talents,the strategy of innovation-driven development and the construction of a maritime power.Thirdly,under the premise of following the principles of innovation,systematicness and feasibility,it is clear that the goal of building this strategic fulcrum is resource gathering,science and technology innovation,development leading and radiation driving.Finally,the key measures to build a strategic fulcrum,such as building a world marine talent center,building a marine innovation highland,and promoting the development of strategic fulcrum,are emphatically put forward.
