中国农业绿色转型支持政策的演进轨迹、理论逻辑与未来取向——基于2004—2023年中央一号文件的文本分析

摘　　要：推进农业绿色发展是促进农业高质量发展的根本要求,也是建设人与自然和谐共生的现代化的重要任务。论文在对2004—2023年中央一号文件进行文本分析的基础上,采用扎根理论研究分析了中国农业绿色转型支持政策的演进轨迹。研究发现:中国农业绿色转型支持政策主要包括引导农业生产方式绿色转型、促进农业资源环境保护、强化农业基础设施建设和科技支撑等内容,经历了从注重数量与效率优先到追求农业高质量发展的目标变化,政策内容聚焦技术支撑且更加细化,政策的实施逐步转向行政手段与市场机制相结合。在此基础上,论文进一步从政策机制、政策类型、政策路径三个维度解析了中国农业绿色转型支持政策的理论逻辑,并据此提出了加强耕地保护、强化科技支撑、保障农民利益、强化政策协同和推动改革创新等进一步促进农业绿色转型的政策建议。Promoting green development in agriculture is essential for fostering high-quality agricultural growth and is also a crucial task in building a modern society where humans and nature coexist in harmony.Based on a textual analysis of No.1 Central Document from 2004 to 2023,this paper utilizes grounded theory to analyze the policy evolution trajectory of China’s agricultural support policies for green transformation.The research reveals that China’s agricultural support policy for green transformation mainly includes guiding the green transformation of agricultural production methods,promoting the protection of agricultural resources and the environment,strengthening agricultural infrastructure construction,and enhancing technological support.This has evolved from a focus on quantity and efficiency to a goal of pursuing high-quality development.The policy content is more focused on technical support and is increasingly detailed,with the implementation gradually shifting towards a combination of administrative measures and market mechanisms.Building upon these findings,the paper further analyzes the theoretical logic of China’s agricultural support policies for green transformation from three dimensions:Policy mechanisms,policy types and policy paths.Based on this analysis,the paper proposes strategic recommendations for further optimizing China’s agricultural support policies for green transformation,including strengthening farmland protection,enhancing technological support,safeguarding farmers’interests,reinforcing policy coordination,and promoting reform and innovation.
