摘　　要：政府购买服务本质上是将外生性社会力量嵌入原有治理结构的行动,不同行动策略的社会组织嵌入基层治理结构的过程各不相同,可以选取社会组织嵌入策略作为关键自变量,将政府与社会组织关系持续性分化结果作为因变量,进而提炼出“目标匹配”“功能调试”“主体重组”等三个构成社会组织嵌入过程的核心概念,从而考量不同嵌入策略对政府与社会组织关系的持续性影响。在基层政府主导购买服务的制度情境中,“项目嵌入”的社会组织更易形成嵌入关系,但容易在不同政府部门间陷入“嵌入—脱嵌”的循环;“属地嵌入”的社会组织嵌入门槛较高,但这类组织能通过与基层政府形成政策共同体,实现“政府—社会组织”关系的持续升级。With the institutionalization of the government purchasing service system,grassroots governments have become the primary implementers.This process essentially involves embedding external social forces into the existing governance structure.Existing studies have identified the impact of intergovernmental relations and governance networks on government-society relations but lack a dynamic analysis of the factors influencing inter-organizational relationships and their interaction mechanisms.Building on these insights,this study reconstructs the process by which social organizations with different strategies embed themselves into grassroots governance structures.We select the embedding strategies of social organizations as the key independent variable and the sustained development of government-society relations as the dependent variable.We identify three mechanism components,“goal matching”,“functional adjustment”,and“organizational restructuring”,that constitute the embedding process.This framework allows us to assess how different embedding strategies affect the continuity of government-society relations.The study finds that,within a system where grassroots governments lead purchasing initiatives,project-embedded social organizations are more likely to establish embedded relationships.However,these relationships tend to cycle through phases of embedding and de-embedding across different government departments.In contrast,locality-embedded social organizations face higher entry barriers but can achieve sustained enhancement of government-society relations by forming policy communities with grassroots governments.
