摘　　要：公共数据作为一种新型数据资源,其治理机制是学界和业界关注的热点,识别和分析公共数据治理的关键影响因素,对于我国公共数据治理的学术创新和研究进展均有重要意义。文章采用扎根理论构建了涵盖基础保障、标准规范、组织管理、战略布局等4个维度、共16项影响因素的公共数据治理影响因素结构框架,并采用DEMATEL方法识别分析了其中的关键影响因素。研究表明:①公共数据治理的各影响因素之间存在相互影响和共同作用,进而构建了一个复杂的网络系统;②政策法规、基础设施、资金保障、平台标准等9项影响因素均为公共数据治理的关键影响因素,今后应予以重点探究。最后就上述关键影响因素的发生机理和边界条件进行结果讨论、管理建议和展望。As a new type of data resource,the governance mechanism of public data is a hotspot of concern in both academia and the industry,and identifying and analyzing the key influencing factors of public data governance is of great significance to both academic innovation and research progress of public data governance in China.The article adopts the grounded theory to construct a structural framework of public data governance influencing factors covering four dimensions of basic guarantee,standard regulation,organizational management,and strategic layout,which totally has 16 influencing factors,and identifies and analyzes the key influencing factors using the DEMATEL method.The study shows that:firstly,the influencing factors of public data governance interact with each other and work together,thus building a complex network system;secondly,nine influencing factors such as policies and regulations,infrastructure,financial security,platform standards,etc.are the key influencing factors of public data governance,which should be explored in the future.Finally,it discusses the results,management suggestions and outlook on the occurrence mechanism and boundary conditions of the above key influencing factors.
