摘 要:高校参与知识产权信息公共服务供给是其发挥优势履行社会服务职能的重要体现。文章基于知识产权公共政策的演变探究了高校知识产权信息公共服务理念的形成,从可获得性、可接近性、可接受性、可适应性四个维度和三个层次阐释了高校知识产权信息公共服务可及性的内涵,并探讨其可及性提升机制和模式,提出相应的发展路径与策略。高校知识产权信息公共服务可及性的本质是供需关系协同,要坚持政府主导、多元合作的整体设计和分布式供给模式,坚持供给侧数量与质量的协同,需求侧共性与个性的统一,服务体系中国家和地方的协调。The participation of universities in the provision of intellectual property information public services is an important manifestation of their ability to fulfill their social service functions.Based on the evolution of intellectual property public policy,the article explores the formation of the concept of public service of intellectual property information in universities,explains the connotation of the accessibility of public service of intellectual property information in universities from the four dimensions of availability,accessibility,acceptability and adaptability,and three levels.It explores the mechanism and mode of accessibility enhancement,and proposes the corresponding development paths and strategies.The essence of the accessibility of intellectual property information public services in universities is the synergy between supply and demand,and it is necessary to adhere to the overall design and distributed supply mode of government-led,multi-dimensional cooperation,the synergy between quantity and quality on the supply side,the unity of commonality and individuality on the demand side,and the coordination between the national and local levels in the service system.
