摘 要:经过长期海事实践,随着信息化应用水平不断提升,海事政务数据分级分类越来越清晰、应用领域越来越广泛,数据价值挖掘成为行业关注的焦点。通过开展“海事执法静态数据场景应用”课题研究,从动态执法、公司落实安全主体责任、航运业发展态势分析三个主要方向,梳理形成了船舶安全监督、新聘船员、承租船舶、船舶制造业态势分析等58个具体应用场景,并针对场景中的数据关联、应用路径、数据价值等进行深入剖析,提出相关建议。Through long-term accumulation in maritime practice,as the level of information technology(IT)application continues to improve,the classification and application scope of maritime administrative data are becoming clearer and wider,and data value mining has become a focus of the industry.Carrying out a research project on the application of maritime law enforcement static data scenarios,sorted out and established 58 specific application scenarios,including ship safety supervision,newly-employed seafarers,ship chartering,and tendency analysis for the ship-building industry,from the three main directions of dynamic law enforcement,company implementation of main safety responsibilities,and analysis of the development trend of the shipping industry.It also conducts an in-depth analysis on data association,application path,and data value in the scenarios,in order to explore and propose relevant suggestions.
