新质生产力发展背景下高校科研模式面临的现实困境及其突破路径

摘　　要：发展新质生产力是提升人民生活质量与综合国力的路径选择。高校科研模式是高校科研运行的形式,是高校进行科学研究遵循的思想理念、组织运行机制、科研平台与科研评价体系等要素的总称。在新质生产力发展的时代背景下,高校科研模式应顺应新质生产力发展的需求,以解决重大问题为主要驱动力,加强跨学科组织建设,搭建开放性创新平台以及构建社会导向的科研评价体系,从而为战略性新兴产业的发展、新技术的突破、原创性颠覆性科技创新等贡献力量。但当前高校科研模式面临以知识为目的的科研理念难以助力战略性新兴产业形成与发展、跨学科科研组织建设缺乏稳固学科支持、科研创新能力羸弱、科研评价体系失衡等困境。为此,高校科研模式应从加强部门引导与科研人员思想建设、加强跨学科研究能力、着力搭建开放性创新平台、构建社会导向的评价体系等方面入手,为新质生产力的发展提供更为强劲的助推力。The development of new quality productivity is the path to improve people's quality of life and comprehensive national strength.The scientific research mode of universities is the form of scientific research operation,consisted of general term of the ideological concept,organizational operation mechanism,scientific research platform and management evaluation system.Under the background of the development of new quality productivity,the scientific research mode should conform to the needs of the development of new quality pro⁃ductivity,take solving major problems as the main driving force,strengthen the construction of interdisciplinary organizations,build an open innovation platform and build a social-oriented scientific research evaluation sys⁃tem,so as to contribute to the development of strategic emerging industries,the breakthrough of new technolo⁃gies and the original disruptive scientific and technological innovation.However,the current scientific research model is faced with the dilemma that the scientific research concept with knowledge as the purpose is difficult to help the formation and development of strategic emerging industries,the lack of stable discipline support for the construction of interdisciplinary scientific research organizations,the weak ability of scientific research in⁃novation,and the imbalance of scientific research evaluation system.Therefore,the scientific research mode should start from strengthening the guidance of departments and the ideological construction of scientific re⁃search personnel,strengthening the ability of interdisciplinary research,focusing on building an open innovation platform,and building a social-oriented evaluation system,so as to provide a stronger impetus for the develop⁃ment of new quality productivity.
