摘 要:考底利耶《利论》被奉为古代印度治国方略之经典,其国际关系思想被卡曼达格、月天等古代印度政治思想家延承并发展起来。作为后考底利耶时代下的代表,卡曼达格国际关系思想延承了古代印度国际关系的思想理论逻辑框架,即曼陀罗圈—六重外交原则—四策略模型结构。在此基础上,卡曼达格结合自身所处时代面临的问题,对国家间关系的处理进行了新的诠释和发展,即阐发了威胁制衡体系的卡曼达格曼陀罗圈,慎战的六重外交原则,作为政策工具的七策略理论模型,进而发展出兼具道德主义和现实主义色彩的非暴力性—外交冷漠战略传统的国际关系思想。卡曼达格国际关系思想既可为分析印度外交实践提供一种思想战略解释,也可在全球国际关系学背景下被赋予理论建设意义。Kaudilya's Arthashastra is regarded as a classic of ancient Indian statecraft,and its thought on international relations was inherited and developed by ancient Indian political thinkers such as Kamandaka and Somadeva Sur.As a representative of the post-Kautilyian Period,Kamandaka's thought on international relations has inherited the logical framework of ancient Indian international relations thought,namely Mandala theory(circle of kings),sa?gu?ya(six-fold principles of foreign policy),and upaya(fourfold alternatives of diplomacy).On this basis,Kamandaka led to a new interpretation and development in the handling of inter-state relations in combination with the problems of his own period,that is,mandala theory based on threat balance,six-fold diplomatic principle for prudence in waging war,and seven-fold diplomatic strategy as a policy tool.Kamandaka's thought could be viewed as an international relations thought which combined moralism and realism with the strategic tradition of non-violent-diplomatic indifference.Kamandaka's thought on international relations can not only provide an ideological and strategic explanation for the analysis of India's diplomatic practice,but also be endowed with theoretical construction significance in the context of global international relations.
