林业碳汇关键领域研究综述

摘　　要：2020年习近平主席向世界宣布中国的“双碳”目标,林业碳汇是实现“双碳”目标的重要渠道,但我国林业碳汇发展尚处于不成熟阶段,林业碳汇关键领域综述文献比较缺乏,因此有必要梳理已有林业碳汇研究成果,为促进其高质量发展提供理论论证与政策启示。文章对林业碳汇关键领域的主题(林业碳储量、林业碳汇供给、林业碳汇需求、林业碳汇交易),按照时间序列(初始阶段、发展阶段、新近阶段)进行文献归纳分析。梳理2000—2024年间的相关文献发现:对以生物量转换因子法及生物量方程法为基础的多种林业碳储量测算方法、影响碳储量的生物特征及经营管理等因素进行了大量研究;对林业碳汇项目机制运行中存在的问题、融资风险及分担方式、供给偏好等进行了系统研究;对林业碳汇需求状况及影响因素进行了多层次分析;对林业碳汇交易状况及影响因素进行了系列分析;但对复杂系统下林业碳储量测评及碳汇交易相关机制、法律制度等研究比较缺乏。文章可能的学术创新:(1)以复杂系统视角分析林业碳汇问题,认为林业碳汇问题是内外协同发展的产物,内部系统是关键领域;(2)把林业碳汇问题看作公共产品外部性问题,在此基础上提出未来研究方向。未来研究中,应聚焦于林业碳储量测算方法的优化及相应预测,林业碳汇交易机制及法律制度体系的优化与完善。President Xi Jinping announced China's"dual carbon"goals in 2020.Forestry carbon sequestration is an important channel to achieve the"dual carbon"goals.However,the development of forestry carbon sequestration is still in an immature stage and the literature review on key areas of forestry carbon sequestration is relatively lacking,so it is necessary to review the existing research results on forestry carbon sequestration,in order to provide theoretical evidence and policy implications for promoting the high-quality development of forestry carbon sequestration.This paper summarized and analyzed the themes of key areas of forestry carbon sequestration(forestry carbon storage,forestry carbon sequestration supply,forestry carbon sequestration demand,forestry carbon sequestration trading)according to time series(primitive stage,development stage and recent stage).Reviewing domestic and foreign literature from 2000 to 2024,this paper found that:On the measurement of forestry carbon storage,a large number of measurement methods had been carried out such as biomass conversion factor method and biomass equation method,and the influencing factors had been comprehensively analyzed from the dimensions of forest biological characteristics,forest management,etc.On the supply of forestry carbon sequestration,the problems existing in the operation of forestry carbon sequestration project mechanism,the financing risk and sharing method,and the supply preference had been systematically studied.On the demand of forestry carbon sequestration,the multi-level analysis of the demand status and the influencing factors had been carried out.On the trading of forestry carbon sequestration,a series of analysis on the trading status and the influencing factors had been carried out.But there was a lack of research on topics such as forestry carbon storage evaluation and the related mechanisms,legal systems of carbon trading under complex systems.The possible academic innovation:(1)This paper analyzed forestry carbon sequestration from the per
