摘　　要：加快建设创新人才高地既是世界重要人才中心和创新高地的战略擘画,也是实施新时代人才强国战略的内在要求。创新人才高地建设基于“要素—制度—空间”这一内在逻辑,通过四链融合赋能新质生产力发展、政策机制推动新质生产力发展、区域协同促进新质生产力发展。但成都创新人才高地建设中仍面临着四链深度融合态势尚待形成、创新人才培养制度亟待完善、区域人才资源亟需协同共享等一系列现实困境。基于此,提出通过深化“高精尖缺”的人才引领发展,推动创新链产业链资金链人才链深度融合;优化“人才本位”的政策体制机制,释放创新人才效能;强化“纵横延伸”的人才流动体系,促进区域协同创新等措施加快成都创新人才高地建设。Accelerating the construction of an innovative talent highland is not only a strategic blueprint for the world's important talent center and innovation highland,but also an inherent requirement for implementing the strategy of building a strong talent country in the new era.The construction of the innovation talent highland is based on the inherent logic of"elements system space",which drives the development of new quality productivity through the integration of the four chains,policy mechanisms promote the development of new quality productivity,and regional coordination promotes the development of new quality productivity.However,the construction of Chengdu's innovation talent highland still faces a series of practical challenges,such as the need to form a deep integration of the four chains,the urgent need to improve the innovation talent training system,and the urgent need for collaborative sharing of regional talent resources.Based on this,it is proposed to promote the deep integration of innovation chain,industry chain,capital chain,and talent chain by deepening the talent led development of"high-precision and cutting-edge shortage";Optimize the policy system and mechanism of"talent oriented"and unleash the efficiency of innovative talents;Strengthening the talent mobility system of"vertical and horizontal extension",promoting regional collaborative innovation and other measures to accelerate the construction of Chengdu's innovation talent highland.
