摘　　要：作为政治科学研究的基础工程与前沿工程,概念建构与量表开发的重要性虽为学人公认,长期以来却处于“仪式性关怀”状态。缺失厚实理论化概念支持的“操作主义”,对既有概念与量表的简单“拿来主义”,均是政治科学研究中的常见缺失,已成为推进中国政治科学话语权和自主知识体系建构的严重障碍。因此,应当基于中国情境并吸纳国际学术界经验,努力回应和解决概念化与概念的操作化中的核心难题,建构政治科学概念、开发能对接国际学术界的测量工具。这一操作原则和程序的制作和完善,既需要研究方法的技术加持,更需要方法论和哲学理论的强力支撑。The importance of conceptual construction and scale development has been widely recognized by scholars.However,for a long time,it has remained in a state of “ritualistic concern.”“Operationalism,” which lacks robust theoretical support for its concepts,and the simplistic “fetishism” of existing concepts and scales are common issues in political science research.These shortcomings have become significant obstacles to advancing China's political science discourse and constructing an independent knowledge system.Therefore,efforts should be made to address and resolve the core issues of conceptualization and operationalization of concepts,drawing on both the Chinese context and international academic experience.This includes constructing political science concepts and developing measurement tools that align with international academic standards.The creation and refinement of such operational principles and procedures require not only the technical support of research methods but also strong backing from methodological and philosophical theories.
