摘　　要：文章介绍了项目制中,项目通过转移支付在疾控纵向服务体系内的生成过程。分析了项目制的执行过程中,给疾病防控工作带来的工作碎片化、不利于服务终端集中力量开展整体性的防控、对人才的锁死和禁锢等问题。在此基础上,提出了转变经费拨付方式,加大地方政府在疾病防控中的责任并适时提升疾病防控经费的投入,允许基层财政对疾控经费针对本辖区疾病防控的流行特点打包使用,鼓励各级疾控机构适当开展社会性服务以补充工作经费的不足等建议,以期改善疾病防控项目制效果。This paper introduces the generative process of the project within the vertical service system of disease control and prevention through transfer payments in the project system.The problems brought to disease prevention and control during the implementation of project system are analyzed,such as the work fragmentation,not conducive to service terminals to concentrate their efforts on integrated prevention and control,and the locking and limit of talents.On this basis,suggestions are put forward to change the way of appropriation,increase the responsibility of local governments in disease prevention and control,appropriately increase the input of funds for disease prevention and control,allow grassroots financial institutions to overall use the funds for disease control according to the epidemic characteristics in their jurisdictions,and encourage disease control agencies at all levels to carry out social services to supplement the lack of funds,to improve the effect of project system for disease prevention and control.
