摘　　要：高等教育作为民族文明得以延续和进步的基石,是推动整个社会发展的动力之源,高等院校产出的人力资源是生产力构成的要素。强国创新的核心在人才,而人才成长关键在高等教育。文章通过阐述高校落实人才强国战略中“德才兼备”的现实意义,透视剖析了大学生品德才能发展中的种种乱象和成因,提出了高校落实人才强国战略中“德才兼备”的四条实践路径。Higher education,as the cornerstone of the continuation and progress of national civilization,is the driving force for the development of the entire society.The human resources produced by higher education institutions are an element of productive forces.The core of innovation in a strong country lies in talents,and the key to talents'growth lies in higher education.The paper elaborates on the practical significance of"having both virtue and talent"in implementing the strategy of building a strong talent country in universities,and analyzes the various chaos and causes in the development of moral characters and talents among college students.It proposes four practical paths for universities to implement the strategy of"having both virtue and talent".
