农业强国背景下农业农村部重点实验室建设对策探究

摘　　要：农业农村部重点实验室是农业科技创新的重要组成部分,为进一步加强重点实验室建设,该文梳理了重点实验室建设历程,总结了农业农村部重点实验室在基础研究、产业科技创新和人才培养等方面取得的成效,同时指出重点实验室存在布局有待优化、实验室主体有待加强、创新效能有待提升等问题。该文从国际形势、国内需要和科技创新需要等三个方面分析了农业强国建设背景下农业科技创新面临的新形势,提出:聚焦主责主业、优化布局服务发展;强化协同创新、促进联合攻关;加强投资建设、注重资源共享;规范运行管理、提升创新效能等建议。[Significance]As an important strategic,scientific,and technological force in the field of agriculture,the key laboratory of the Ministry of Agriculture and Rural Affairs plays a major role in realizing quality,green,and branded agriculture.[Status of development]After five rounds of selection,it was agreed to build 132 key developmental laboratories and 68 key scientific experimental stations of the Ministry of Agriculture and Rural Affairs,forming the basic framework of key laboratories in the field of agriculture.These laboratories have enabled the development of agricultural disciplines,discovering and condensing agricultural scientific problems,gathering and training high-end agricultural scientific and technological talents,and the rapid development of agricultural science and technology in China.This paper analyzed the layout of key laboratories,and observed that there are more laboratories in the east than in the west,and there are several key laboratories built for one unit.Additionally,this paper summarizes the achievements of the key laboratories of the Ministry of Agriculture and Rural Affairs in basic research,industrial,scientific and technological innovation,and personnel training.The key laboratories of the Ministry of Agriculture and Rural Affairs have condensed and cultivated many outstanding agricultural scientific and technological talents,produced many original scientific research outputs,and broke through several key agricultural core technologies.It has made outstanding contributions to the upgrading of China's agricultural industry,advancing agricultural science and technology,and the self-reliance of science and technology.The key laboratory of the Ministry of Agriculture and Rural Affairs is facing some challenges,such as the need to optimize the layout,the need to strengthen the main body of the laboratory,and the need to improve innovation efficiency,which restricts the improvement of agricultural science and technology innovation ability.[Situation]This paper analyzed the new situatio
