政府治理能力对营商环境的影响研究——基于“一带一路”沿线国家的经验证据

摘　　要：营商环境是政府治理能力和公共服务供给水平的重要体现。基于“一带一路”沿线国家的大样本数据,本文重点探讨了政府治理能力赋能营商环境建设的影响机制,并区分了在不同经济发展阶段下的门槛效应。通过构建面板门槛模型,研究发现:(1)提升政府治理能力可以显著优化营商环境,进而促进国家经济发展。(2)政府治理能力与营商环境之间存在非线性关系。在不同经济发展阶段,政府治理能力对营商环境的影响具有差异性,且存在单一门槛效应。其中,当人均GDP低于1852.89美元时,提升政府治理能力并不能直接带来营商环境的优化;当人均GDP高于1852.89美元时,政府治理能力对营商环境的优化作用更加显著。(3)从政府治理能力对营商环境的影响机制来看,行政效能、规制质量和腐败遏制均对营商环境具有门槛效应。当经济发展水平低于门槛值时,行政效能虽可以正向影响营商环境但效果并不显著,而规制质量和腐败遏制对营商环境存在显著的负向影响;当经济发展水平跨过门槛值之后,上述三者对营商环境均具有显著促进作用。本文的实证结果既为“一带一路”倡议的有序实施提供了有效的国际经验支撑,同时也进一步凸显了以政府治理能力持续赋能营商环境建设的必要性。The business environment is an important reflection of the national governance ability and the level of public service provision.Based on a large sample of data from countries along the‘Belt and Road',this article focuses on the impact mechanism of government governance capacity on the business environment,and distinguishes the interval effects at different stages of economic development.By constructing a panel threshold model,the study finds that:(1)Improving government governance capacity can significantly optimize the business environment,which in turn promotes the country's economic development.(2)There is a nonlinear relationship between government governance capacity and business environment.At different stages of economic development,the impact of improving government governance capacity on optimizing the business environment is differentiated,and there is a single threshold effect.Among them,when the per capita GDP is lower than US$1,852.89,the improvement of government governance capacity does not directly bring about the optimization of the business environment;when the per capita GDP is higher than US$1,852.89,the promotion effect of government governance capacity on the optimization of the business environment is more significant.(3)From the perspective of the mechanism of government governance capacity on the business environment,administrative effectiveness,regulatory quality and corruption curbing have a threshold effect on the business environment respectively.When the level of economic development is lower than the threshold,administrative effectiveness can positively affect the business environment,but the effect is not significant,while the quality of regulation and corruption containment have a significant negative impact on the business environment;when the level of economic development crosses the threshold,the impact of the above three on the business environment have a significant role in promoting.The empirical results of this article not only provide effective international empirical s
