摘  要:目的:调查上海市某区公立医院突发公共卫生事件人力资源动态调配方案,为促进公立医院人力资源调配发展提出建议。方法:采用线上问卷调查形式了解该区公立医院在公共卫生突发事件中的人力资源调配情况,分析人力资源动态调配的优劣。结果:58.4%的受调查者的岗位/职责/工作任务在突发公共卫生事件期间进行过调整,上级安排调配占68.6%。大部分受调查者在突发公共卫生事件期间工作量增加(85.0%)、劳累度增加(85.0%)、工作压力增大(82.0%)。受调查者认为突发公共卫生事件期间人力资源调配主要依据依次为“专业”“相关经历”“岗位职责”。结论:公共卫生应急中区域公立医院人力资源动态调配方案总体合理高效,应完善公共卫生事件应对工作的考核机制,加强应急人员的日常储备和制度化培训,形成面向突发公共卫生事件的人力资源动态调配模式。Objective:To investigate the dynamic deployment program of human resource of public hospitals in public health emergencies in a district of Shanghai,and to make suggestions for promoting the development of human resource deployment in public hospitals.Methods:An online questionnaire was used to understand the human resource deployment in public hospitals in this district during public health emergencies and to analyze its advantages and disadvantages.Results:Fifty-eight-point four percent of the respondent`s positions/duties/tasks were adjusted during public health emergencies and 68.6%of them were arranged for redeployment by superiors.Most of the respondents experienced an increase in workload(85.0%),an increase in exertion(85.0%),and a rise in work pressure(82.0%)during public health emergencies.Respondents believed that the main basis for human resources deployment during public health emergencies was“specialty”,“relevant experience”,and“job duties”.Conclusion:The dynamic deployment of human resources in regional public hospitals during public health emergencies is generally reasonable and efficient,and the assessment mechanism for responding to public health emergencies should be improved,the daily reserve and institutionalized training of emergency personnel should be strengthened to form a mode of the dynamic deployment of human resources for public health emergencies.
