摘  要:目的分析2016—2021年四川省妇幼保健机构卫生人力资源配置情况,评估其分配的公平性和效率,并为进一步优化卫生人力资源分配提供依据。方法通过集聚度分析评估四川省妇幼保健机构卫生人力资源的人口和地理分布公平性,采用数据包络分析(DEA)法评估资源配置效率。结果2021年四川省妇幼保健机构卫生人力资源集聚度和人口集聚度分别为0.035~9.009和0.365~2.354。2016—2021年四川省妇幼保健机构卫生人力资源集聚度和人口集聚度分别为0.039~3.223和0.625~2.157。2021年四川省妇幼保健机构卫生人力资源配置规模效率均值为0.608,19个地市未实现DEA效率。结论四川省妇幼保健机构卫生人力资源配置整体效率偏低,存在地区不均衡、经济发达地区卫生人力资源过剩、偏远地区不足等问题。建议优化资源配置,提高技术效率和公平性,确保资源精准投放,满足实际需求。Objective It aims to analyze the health human resources allocation in maternal and child healthcare institutions in Sichuan Province from 2016 to 2021,and to assess the equitable and efficient distribution of these resources,so as to provide basis for subsequent optimization of resource allocation.Methods Through the analysis of the concentration index,an evaluation of the equity in the distribution of health human resources,both in terms of population and geography,within maternal and child healthcare institutions in Sichuan Province was conducted,the efficiency of resource allocation was quantitatively assessed using the data envelopment analysis(DEA)methodology.Methods In the year 2021,the concentration degree of health human resources and population in maternal and child healthcare institutions in Sichuan Province were 0.035-9.009 and 0.365-2.354,respectively.From 2016 to 2021,the concentration of health human resources and the population within maternal and child healthcare institutions in Sichuan Province were 0.039-3.223 and 0.625-2.157,respectively.In the year 2021,the mean value of efficiency rating for the allocation of health human resources in maternal and child healthcare institutions in Sichuan Province was 0.608,and a total of 19 administrative regions at the prefecture level failed to meet the DEA efficiency standard.Conclusion The overall efficiency of health resource allocation in maternal and child healthcare institutions in Sichuan Province is comparatively low,characterized by significant regional disparities.There is a surplus of resources in the economically advanced areas,while remote regions face a scarcity of such resources.It is recommended that resources be optimized,technical efficiency be enhanced,and equity be upheld to ensure the precise allocation of resources in alignment with actual demands.
