摘 要:目的了解2012—2022年北京市通州区疾病预防控制(以下简称疾控)中心人力资源分布及变化情况,为优化人员配置、加强队伍建设提供依据。方法通过中国疾控中心基本信息系统和干部报表收集常住人口数、人员信息等,采用SPSS 21.0软件进行分析。结果2012—2022年北京市通州区每万人拥有疾控中心人数呈下降趋势,差异有统计学意义(Z=8.949,P<0.05);男女比例达到1∶2.79,呈下降趋势,差异有统计学意义(Z=9.272,P<0.05)。博士研究生及硕士研究生占比从14.60%提高至45.66%,呈上升趋势,差异有统计学意义(Z=58.697,P<0.001)。流出人员(除退休)以医学相关专业、本科及以上学历和中青年骨干为主。结论北京市通州区疾控中心人员编制虽达到标准配置,但实有人数不能满足辖区需求。需提升专业能力,加大高层次人才引进力度,健全人才培养和激励机制,保障疾控中心事业高质量发展。Objective To understand the human resource distribution and changes of the Tongzhou District Center for Disease Control and Prevention(CDC)of Beijing from 2012 to 2022,and to provide a basis for optimizing personnel allocation and strengthening team building.Methods The basic information system of the Chinese CDC and the cadre report forms were applied to collect the permanent population and personnel information,and statistical analysis was performed by SPSS 21.0.Methods From 2012 to 2022,the number of people with CDC per ten thousand people showed a downward trend in Tongzhou District of Beijing,the difference was statistically significant(Z=8.949,P<0.05),and the male to female ratio reached 1∶2.79,showing a downward trend,the difference was statistically significant(Z=9.272,P<0.05).The proportion of master's degree increased from 14.60%to 45.66%,showing an upward trend,the difference was statistically significan(Z=58.697,P<0.001).The outflow personnel(except retirement)were mainly medical related majors,bachelor's degree or above,and young and middle-aged backbones.Conclusions Although the staffing of Tongzhou District CDC of Beijing reaches the standard configuration,the actual number cannot meet the demand of the district.It is necessary to improve professional ability,increase the introduction of high-level talents,improve the training and incentive mechanism,and ensure the high-quality development of the cause of disease control.
