摘　　要：目前PPP项目绩效评价大多只考虑项目运营情况,却忽视政府和社会资本的合作表现,不能真正体现PPP的公私合作优势,不利于项目绩效实现和可持续性发展。针对此问题,基于合作视角对PPP项目绩效进行动态评价研究。首先明确PPP项目绩效应包括合作绩效与运营绩效两部分。然后根据PPP项目的特点,在项目运营绩效的基础上,加入合作效益的相关指标,建立一个基于合作视角的PPP项目绩效动态评价指标体系。考虑到PPP项目绩效水平在不同阶段呈“阶梯形”变化,设置了相应的动态绩效评价标准,并采用结构熵权法得到各指标的权重。最后运用集对分析法建立PPP项目绩效动态评价模型。实证研究表明:从合作和运营两方面评价PPP项目投入运营后各阶段的绩效表现,不仅更客观有效,也更有利于激励社会资本努力发挥禀赋优势,从而推动PPP项目的健康可持续发展。At present,most of the PPP project performance evaluation only considers the operational performance of the project,but ignores how the cooperation between government and social capital performs,which can’t really reflect the advantages of PPP’s public-private cooperation,and is not conducive to the realization of project performance and sustainability.To address this issue,this paper carries out a dynamic evaluation study of PPP project performance based on cooperation perspective.Firstly,it is clarified that PPP project performance should include two parts:cooperation performance and operation performance.Then,according to the characteristics of PPP project,based on the operational performance of the project,the relevant indicators of cooperation benefits are added to establish a dynamic evaluation index system of PPP project performance based on cooperation perspective.Considering the fact that the performance level of PPP project changes in different stages in a“ladder shape”,the corresponding dynamic performance evaluation standards are set,and the weights of the indicators are obtained by using the structural entropy weighting method.Finally,the dynamic evaluation model of PPP project performance is established by using set-pair analysis.The empirical study shows that evaluating the performance of PPP projects at various stages after they are put into operation from the aspects of cooperation and operation is not only more objective and effective,but also more conducive to motivating the social capital to make efforts to give full play to its endowments and advantages,and promoting the healthy and sustainable development of PPP projects.
