公共图书馆服务黄河文化“两创”的政策赋能机制与实践发展样态研究

摘　　要：[目的/意义]旨在剖析公共图书馆服务黄河文化“两创”政策规划与实践进展二者“分治融合”的内在互动关系,探索公共图书馆服务国家重大战略的创新路径。[方法/过程]以黄河流域高质量发展区为例,运用扎根理论方法采集抽取国家各部委、地方政府和公共图书馆的相关政策与发展规划文本内容,通过三级编码分析,提炼出由政策环境、政策目标、政策要求、政策保障4个主范畴及其作用关系构成的公共图书馆服务黄河文化“两创”政策赋能机制模型。采取实地和网络调查的方法获取实践资料,通过代表性多案例分析、演绎归纳等方法总结公共图书馆服务黄河文化“两创”实践发展过程,并结合政策要求中的资源、研究、服务等6个观测维度予以解释分析。[结果/结论]从政策赋能机制的政策环境、政策目标、政策要求、政策保障4个方面分别与公共图书馆服务黄河文化“两创”实践发展样态进行校验分析,研究发现公共图书馆服务黄河文化“两创”政策集合与实践之间存在较高的一致性,进而构建出政策赋能公共图书馆服务黄河文化“两创”高质量发展的双轮驱动理论解释模型。[Purpose/significance]This article aims to analyze the internal interaction between the policy planning and practice progress of public library’s service to the“Creation and Innovation”of the Yellow River culture,and explore the innovative path of public library’s service to the national major strategy.[Method/Process]Taking the high-quality development area of the Yellow River Basin as an example,this paper used the grounded theory to collect and analyze the relevant policies and development planning texts of national ministries and commissions,local governments and public libraries.Through the three-level coding analysis,it obtained four main categories of policy environment,policy objectives,policy requirements,policy guarantee and their relationship.These categories and their relationship formed the basis of the policy empowerment mechanism model for public libraries serving the“Creation and Innovation”of the Yellow River culture.This study employed field and network surveys to gather practical data.Through representative multi-case analysis,deductive induction and other methods,it summarized the practical development process of public libraries serving the Yellow River culture’s“Creation and Innovation”.It then analyzed the practices from the six observation dimensions of resources,research,and services,mentioned in the policy requirements.[Result/Conclusion]From the four aspects of policy environment,policy objectives,policy requirements and policy guarantee of policy empowerment mechanism,this paper verifies and analyzes the practical development of public libraries in serving the“Creation and Innovation”of the Yellow River culture.The study finds a high consistency between the policy set and practice of public libraries in serving the“Creation and Innovation”of the Yellow River culture.Then it constructs a dual-driven theoretical interpretation model of policy enabling public libraries to serve the high-quality development of the“Creation and Innovation”of the Yellow River cu
