摘　　要：西方关于社会治理的理想状态的认识,包括自由放任主义阶段的“理性社会制度”、“大家庭联盟”以及“最大多数人的最大幸福”,国家干预主义阶段的“人民之家”、“守夜人”以及“福利国家”,第三条道路阶段的“社会市场经济”和“社会投资国家”等思想和主张。西方在上述三个不同发展阶段关于社会治理的理想状态的认识,成为指导和推动其不断改善社会治理的状态和效果的重要理论基础。西方关于社会治理的理想状态的认识具有系统的思想和理论逻辑,旨在促进和推动社会的均衡与稳定的发展,作为社会治理工具之一的社会保障制度的建立和发展则是其重要的实践路径。社会治理的理想状态的认识是西方国家治理能力与体系现代化的重要体现。The Western thought on the ideal state of social governance encompasses a range of concepts and propositions,including the"Rational Social System","Big Family Alliance",and"the Greatest Happiness for the Majority"during the Laissez-faire phase;"The People's House",the"Night Watchman",and"Welfare State"during the phase of State Interventionism;and the"Social Market Economy"and"State of Social Investment"during the Third Way phase.These conceptions of the ideal state of social governance in the three distinct developmental stages have served as important theoretical foundations for guiding and propelling continuous improvements in the state and effectiveness of social governance.The Western understanding of the ideal state of social governance is characterized by a systematic logic of thought and theory,aiming to promote balanced and stable social development.The establishment and development of social security systems,as one of the tools of social governance,represent an important practical pathway.The understanding of the ideal state of social governance is a significant manifestation of the modernization of governance capabilities and systems in Western countries.
