摘　　要：法治文化建设的理论与实践相辅相成,推进社会主义法治文化建设应秉持二者“协同”理念。目前,法治文化理论与建设存在概念不清、实效性不足、协同性不够等问题,这是推进法治文化建设必须认真对待的难题。法治功利主义与工具主义、公民参与机制不健全、文化的复杂性等因素,制约了新时代法治文化建设的整体效果。有必要确立以人为本的价值立场,健全公民有效参与的行动机制,建立法治文化理论与实践的协同共促体系,实现法治文化建设向纵深发展。The theory and practice of the construction of the rule of law culture complement each other,and the promotion of the construction of the socialist rule of law culture should uphold the concept of“synergy”between the two.There are some problems in the theory and construction of rule of law culture,such as unclear concept,insufficient effectiveness and insufficient coordination.It is a difficult problem to be taken seriously in promoting the construction of rule of law culture.The factors such as the utilitarianism and instrumentalism of the rule of law,the imperfect mechanism of citizen participation,and the complexity of culture restrict the overall effect of the construction of the rule of law culture in the new era.It is necessary to establish a people-oriented value position,improve the action mechanism of citizens’effective participation,and the collaborative promotion system of the theory and practice of the rule of law culture,so as to realize the in-depth development of the rule of law culture construction.
