功能协同视角下文化遗产的系统性保护传承

摘　　要：系统性保护传承文化遗产是党和国家提出的一项重要战略任务,主要涉及文化遗产的管理、保护、利用、评价、督察五个关键环节,因此构建“五位一体”的协同体系是系统性保护传承文化遗产的现实需要。当前,文化遗产的管理、保护、利用、评价、督察在功能协同方面尚存在一些问题,如功能环节不健全,对保护的管理不全面、不统一,保护未能充分响应管理目标,利用不完全契合保护要求,未通过评价为其他环节提供充分的信息,也未建立对各环节工作进行督察的制度。针对这些问题,应实行统分结合的管理模式,统一和全面保护文化遗产,创新和优化文化遗产利用方式,实现评价环节的信息支撑功能,发挥督察的监管作用,并促进各环节的功能协同,提高文化遗产保护水平,促进文化遗产系统性保护。The systematic protection and inheritance of cultural heritage is an important strategic task given by the party and the state at present,which mainly involves the following five key matters:management,protection,utilization,assessment and supervision.Systematically protecting and inheriting cultural heritage requires to construct the"five-in-one"synergetic system based on these five key matters.This study explores the problems existing in the coordination of the above five roles as follows:some roles are absent;the administrations on conservation are not comprehensive and uniform;the conservation doesn't adequately respond to management objectives;the utilization is not fully compatible with protection requirements;the evaluation is not employed to provide adequate information for other roles;and the system of supervisory on other roles has not been established yet.In response to these problems,we should carry out the management mode that combines the unified management and decentralized management,conserve the cultural heritage uniformly and comprehensively,innovate and optimize the use ways of cultural heritage,make the supervisory play regulation role,and give full play to the information support function of the evaluation role.This helps to achieve functional coordination of all roles,and improve the level of cultural heritage conservation.This paper can provide reference for perfecting the management system of cultural heritage,and accordingly,promoting the systematic conservation.
