摘 要:为维持淮河淮南段长吻鮠(Leiocassis longirostris)国家级水产种质资源保护区(以下简称“保护区”)水生生态系统平衡,本文根据保护区2023年水生生物资源密度、生物量等指数调查计算结果,结合相关指南规定的资源损害和经济价值测算公式进行分析研究。结果表明:(1)保护区水生生态现状良好,基本达到健康程度;(2)峡涡段工程造成保护区施工期浮游植物损失6 853 kg、浮游动物损失1 371 kg、底栖动物损失663 695 kg、鱼类损失96 961 kg、虾类损失1 517 kg、仔稚鱼损失10 976 463 ind.,水生生物资源折算需补偿金额700.26万元;(3)为减缓和恢复保护区水生生态系统平衡,需采取渔政执法监管、增殖放流、种植水生维管植物、水生生物资源评估等措施,共计需要经费约790万元。In order to maintain the balance of the aquatic ecosystem in the Huainan section of the Huaihe River Leiocassis longirostris national aquatic germplasm resources protection area( "protection area"),based on the survey and calculation results of the density and biomass of aquatic biological resources in the protection area in 2023,combined with the resource damage and economic value calculation formulas specified in relevant guidelines,analysis and research have been conducted.The results show that∶(1) the current situation of aquatic ecology in the protection area is good,basically reaching a healthy level.(2) The Xiaguo section project caused a loss of 6 853 kg of phytoplankton,1 371 kg of zooplankton,663 695 kg of benthic animals,96 961 kg of fish,1 517 kg of shrimp,and 10 976 463 ind.of juvenile fish during the construction period of the protected area,the compensation amount required for the conversion of aquatic biological resources is 7.002 6 million yuan.(3) To slow down and restore the balance of aquatic ecosystems in protected areas,measures such as fishery law enforcement supervision,proliferation and release,planting of aquatic vascular plants,and assessment of aquatic biological resources need to be taken,with a total estimated cost about 7.9 million yuan.
