摘　　要：随着我国畜牧兽医行业的快速发展,兽用麻醉药品和兽用精神药品的市场需求不断增长,但由于其药理作用的特殊性,需受到政策和制度的严格管控。为进一步明确监管策略,加强兽用麻醉药品和精神药品的管理,防止发生流弊风险,我国农业农村部和公安部联合发布第800号公告。本文详细阐述了公告的历史背景、主要特点和发布意义,并提出我国兽用麻醉药品和兽用精神药品的管理思路和建议,旨在为兽用麻醉药品和兽用精神药品合法、安全和合理使用提供指导和帮助。With the rapid development of animal husbandry and veterinary industry in China,the market demand for veterinary narcotic and psychotropic drugs is growing.However,due to their specific pharmacological effects,they need to be strictly controlled by policies and regulations.In order to further clarify the regulatory strategy,strengthen the management of veterinary narcotic and psychotropic drugs,and prevent the risk of abuse,the Ministry of Agriculture and Rural Affairs of the People’s Republic of China and the Ministry of Public Security of the People’s Republic of China jointly issued Announcement No.800.This article elaborates on the historical background,main characteristics and significance of the announcement,and proposes management ideas and development suggestions for veterinary narcotic and psychotropic drugs in China,aiming to provide guidance and assistance for ensuring the legal,safe and rational use of veterinary narcotic and psychotropic drugs.
