摘　　要：随着中国教育发展正在经历从“要儿童接受合格教育”向“让学生享受优质教育”的转变,教育系统需要通过内生发展的方式自内而外地创生更多优质资源,而不仅仅是直接使用外来资源。此时,可以聚焦教育系统中每位主体的“工作系统”,透视其中的“二阶行动”逻辑。进而,可以期待每位主体能够在自主建设工作系统的过程中持续创生优质教育资源,由此更好地完成“工作任务”并参与建设高质量教育体系。Chinese education is on the way from"providing the students qualified education"to"letting the students enjoy high quality education".On this way,the education system needs to create more high-quality resources through endogenous development,rather than merely relying on the external inputs.Accordingly,actors"working system"with a"second-order action"logic could be focused.Then,actors will create high-quality resources sustainably in their"working system",thereby enhancing their ability to fulfill"work tasks"and contribute to building a high-quality education system.
