摘  要:人水关系学作为探究人水系统的新兴交叉学科,为科学认识人水关系、应对水问题、制定水策略提供了系统性知识体系。水资源刚性约束制度是中国水资源管理的重要制度创新。从人水关系学视角研究水资源刚性约束制度,有助于深化对其实施路径和效果评估等方面的理解,具有重要的理论价值和现实意义。在介绍人水关系学与水资源刚性约束制度概况的基础上,剖析了水资源刚性约束制度现存关键问题,包括基于水资源刚性约束的人水系统认识与多目标协调问题、水资源利用与保护平衡问题、部门协同与区域化差异问题,并分析了人水关系学应用于水资源刚性约束制度研究的必要性。阐述了人水关系学应用于水资源刚性约束制度研究的主要内容与思路,最后以沁河流域经济社会与生态用水平衡为研究对象进行了实例分析。研究成果可为进一步完善和落实水资源刚性约束制度提供理论支撑。As an emerging inter-disciplinary field, human-water relationship discipline provides a systematic knowledge framework for scientifically understanding human-water relationship, addressing water issues, and formulating water strategies.The rigid water resource constraint system represents a significant innovation in China′s water resource management.Studying this system from the perspective of human-water relationship discipline helps deepen our understanding of its implementation pathways and effectiveness evaluation, holding considerable theoretical and practical significance.We introduced the basic concepts of human-water relationship discipline and the rigid water resource constraint system, analyzed the key existing issues within the system, including issues of human-water system understanding and multi-objective coordination based on the rigidity of water resources constraints, the balance between water resources usage and protection, and sectoral synergies and regionalised differences, and examined the necessity of applying human-water relationship discipline to its research.We elaborated on the main content and approaches of applying human-water relationship discipline to the study of the rigid water resource constraint system.Finally, we selectd Qinhe River Basin as a case study to demonstrate and analyze the application of human-water relationship discipline in researching the rigid water resource constraint system.The research findings can provide a theoretical support for further improving and implementing the rigid water resource constraint system.
