摘　　要：风险社会背景下,复杂性和不确定性进一步凸显,如何面向复杂风险开展有效的应急沟通,成为一项重要的时代命题。在厘清风险沟通、危机沟通和应急沟通三者概念的基础上,本文提出“应急沟通共同体”的概念,并将其视为复杂风险治理的一项新议题,构建了一个多要素的理论模型。其中,风险共担是面向治理对象的责任之维,信息共享是面向治理要素的行动之维,情感共通是面向治理叙事的情境之维,利益共生是面向治理方式的动力之维,价值共创是面向治理目标的方向之维。从现实价值来看,应急沟通共同体有助于促进事前预警与准备、推动事中响应与处置、强化事后学习与恢复。应急沟通共同体的提出,不仅有助于促进应急沟通的理论研究向纵深推进,而且能为突发事件的应急治理提供理论和实践参考。In the context of risk society,complexity and uncertainty are further highlighted,and how to carry out effective emergency communication for complex risks has become an important proposition of the times. On the basis of clarifying the concepts of risk communication,crisis communication and emergency communication,this paper proposes the concept of“ emergency communication community”,which is regarded as a new topic of complex risk governance,and constructs a multi-element theoretical model. Among them,risk sharing is the dimension of responsibility for governance objects,information sharing is the dimension of action for governance elements,emotional commonality is the dimension of situation for governance narrative,interest symbiosis is the dimension of power for governance power,and value co-creation is the dimension of direction for governance goals. From the perspective of practical value,the emergency communication community can help promote pre-warning and preparation,promote inprocess response and disposal,and strengthen post-event learning and recovery. The proposal of the emergency communication community not only helps to promote the theoretical research of emergency communication in depth,but also provides theoretical and practical reference for the emergency management of emergencies.
