摘　　要：韩国政府借鉴并参考企业平台的运行模式,运用AI、云计算、区块链等前沿技术,秉持公共价值创造理念,以平台建设为政府创新的核心支撑,提出数字平台政府建设战略。数字平台政府建设旨在打破数字界限,将分散于政府各部门、各机关的所有数据整合到“一个平台”,国民、企业、政府在此共同参与社会问题的解决,共创新价值。探讨韩国数字平台政府建设的内涵、特征及其实践路径,特别是在创新平台公共服务,推动数据开放共享、完善民官合作机制共建数字生态、全面推行MyData制度等方面的实践与创新,有助于从比较数字政府的视角,把握数字治理的理论前沿与发展趋势,拓展数据资源高质量运用等相关领域的研究,获得有益借鉴和启示。Adhering to the concept of public value creation,government of ROK draws on and refers to the operation mode of enterprise platforms,takes platform construction as the core support of government innovation,and puts forward the strategy for building a digital platform government by using the most cutting-edge technologies such as AI,cloud computing,and block-chain.The strategy aims to break down digital boundaries and integrate all data scattered across government departments and agencies into“one platform”,through which citizens,businesses,and the government can jointly participate in solving social problems and jointly innovate value.The research on this topic,especially the practice and innovation in public service innovation platform,promoting Data open sharing,improving the cooperation mechanism between the government and the public to build digital ecology,and fully implementing the My Data system,is helpful to grasp the theoretical frontier and development trend of digital governance from the comparative perspective.Expand the research on the high-quality application of data resources and other related fields,and obtain useful reference and enlightenment.
