韩国政府的风险企业培育战略分析--以《风险企业培育特别措施法》为中心

摘　　要：韩国政府长期实施风险企业培育战略。韩国风险企业在以《风险企业培育特别措施法》为代表的法律体系保障下取得了丰硕的发展成果。文在寅政府对中小风险企业行政管理部门及风险企业认证制度等进行了大刀阔斧的改革,设立中小风险企业部,建立民间主导的风险企业认证制度,强化风险企业优惠支援政策。目前韩国风险企业的发展状况总体良好。风险企业培育战略促使韩国经济在遭受重创后复苏并获得新的增长动力,促进了韩国产业结构优化、经济发展模式转变,开辟了创业和就业的新高地。韩国政府培育风险企业发展的基本经验对中国推动风险企业发展具有一定的借鉴和启示意义。The government of ROK has long implemented a strategy to cultivate venture companies.The venture enterprises of ROK have achieved fruitful results under the guarantee of the legal system represented by the Special Act for Promotion of Venture Business.The Moon Jae-in administration made drastic reforms to the administration of small and medium-sized venture companies and the venture company certification system,establishing the Ministry of small and medium-sized venture companies,establishing a private venture company certification system,and strengthening preferential support policies for venture companies.At present,the development status of ROK's venture enterprises is generally good.The venture enterprise cultivation strategy has promoted the recovery of ROK's economy after suffering heavy losses and gained new growth momentum,promoted the optimization of ROK's industrial structure,the transformation of economic development mode,and opened up new heights of entrepreneurship and employment.The basic experience of the government of ROK in cultivating the development of venture enterprises can be used as reference and inspiration for China in promoting the development of venture enterprises.
