论医保基金监管举报奖励制度的优化

摘　　要：当前,我国医保基金监管执法资源短缺,监管压力较大。医保基金监管举报奖励制度在一定程度上能够解决短缺的执法资源与较大的监管压力之间的矛盾,促进社会多元共治的实现。笔者对医保基金监管举报奖励制度的作用机制和其他领域举报奖励制度实践进行了分析,说明现行制度的优势与进步之处,并且进一步指出医保基金使用监管举报奖励制度的完善空间。Currently,there is a shortage of regulatory and law enforcement resources for China’s medical insurance fund,and there is significant regulatory pressure.The regulatory reporting reward system for medical insurance funds can to some extent solve the contradiction between the shortage of law enforcement resources and the greater regulatory pressure,and promote the realization of diversified governance in society.The article analyzes the mechanism of the regulatory reporting reward system for medical insurance funds and the practice of reporting reward systems in other fields,explaining the advantages and progress of the current system.It further points out the room for improvement in the use of the regulatory reporting reward system for medical insurance funds.
