摘　　要：随着百年未有之大变局加速演进,部分发达经济体在大国博弈中为谋求自身利益,试图推动经济政策“泛安全化”,经济安全合作成为发达经济体双边经济合作的新领域。日欧大力推进双边经济安全合作,旨在国际秩序变革下加强“战略自主”,去除经济安全风险并提升经济韧性,同时推广自身规则体系进而提升其在全球治理中的影响力。日欧的共同价值观、签署《经济伙伴关系协定》及稳固的贸易投资关系、政策协调配合为双方深化经济安全合作奠定了一定基础。当前,日欧已将经济安全视为合作重要方向,并围绕政策性工具、重要物资供应链、基础设施、技术合作以及国际经贸规则制定等领域推进合作升级。但日欧经济安全合作措施的实际效果有限,且存在保护主义倾向对自由经济造成不利影响,其追随美国形成“经济安全朋友圈”的合作前景存疑,但其“泛安全化”特征不容忽视,将加剧大国博弈的复杂性。With the rapid evolution of"profound changes unseen in a century",some developed economies are seeking to promote their own interests in the gaming among major powers and attempting to promote the"pan-securitization"of economic policies."Economic security"has become a new area of bilateral economic cooperation among developed economies.Japan and EU are vigorously promoting bilateral economic security cooperation,aiming to strengthen"strategic autonomy"amid changes of the international order,eliminate economic security risks,enhance economic resilience,and promote their own system of rules to enhance their influence in global governance.The common values of Japan and EU,the signing of the Economic Partnership Agreement between the two economies,their stable trade and investment relationships and policy coordination have laid some foundation for their deepening economic security cooperation.Currently,Japan and the EU have taken economic security as an important direction for cooperation,and are promoting the upgrading of cooperation in areas such as policy tools,important material supply chains,infrastructure,technology cooperation,and the formulation of international economic and trade rules.However,the actual effectiveness of Japan-EU economic security cooperation measures is limited and there is a tendency toward protectionism that is detrimental to free economy;and the prospect of Japan and the EU following the United States to form an"economic security circle of friends"is questionable.The"pan-securitization"of Japan-EU cooperation,however,should not be ignored,as it is set to exacerbate the complexity of the great power game.
