摘　　要：黄河流域生态保护和高质量发展,是以习近平同志为核心的党中央从中华民族和中华文明永续发展的战略高度作出的重大决策部署。水利部黄河水利委员会深入贯彻落实习近平总书记系列重要讲话指示批示精神,充分发挥流域治理管理“主力军”作用,推进流域规划体系加快完善,水旱灾害防御能力整体跃升,水资源节约集约利用水平持续提升,河湖面貌发生全局性改善,黄河流域水利高质量发展取得显著成效。面对洪水风险这个最大威胁、水资源短缺这个最大矛盾、生态脆弱这个最大问题等挑战,需要持续完善流域水沙调控和防洪减灾体系、水资源节约集约利用体系、水资源优化配置体系、水生态保护治理体系,加强数字孪生黄河建设,保护传承弘扬黄河文化,以进一步全面深化改革为动力,统筹抓好黄河水灾害、水资源、水生态、水环境综合治理,为开创黄河流域生态保护和高质量发展新局面提供有力水安全保障。The ecological protection and high-quality development of the Yellow River Basin are major decisions and deployments made by the Party Central Committee with Comrade Xi Jinping as the core from the strategic perspective of sustainable development of the Chinese nation and civilization.The Yellow River Conservancy Commission of the Ministry of Water Resources has thoroughly implemented the spirit of General Secretary Xi Jinping's important speeches and instructions,fully played the role of basin governance and management,accelerated the improvement of the basin planning system,improved the overall ability to prevent water and drought disasters,continuously improved water resource conservation and utilization,and achieved significant results in the overall improvement of river and lake landscape.The high-quality development of water conservancy in the Yellow River Basin has achieved remarkable results.Faced with the largest threat of flood risk,the severestcontradiction of water resource shortage,and the distinct problem of ecological fragility,it is necessary to continuously improve the river basin water and sediment regulation and flood control and disaster reduction system,water resource conservation and intensive utilization system,water resource optimization allocation system,water ecological protection and governance system,strengthen the construction of the digital twin of the Yellow River,protect,inherit and promote the Yellow River culture,and take further comprehensive deepening of reform as the driving force to coordinate the comprehensive management of water disasters,water resources,water ecology,and water environment in the Yellow River Basin,providing strong water security guarantees for creating a new situation of ecological protection and high-quality development in the Yellow River Basin.
