摘  要:【目的】分析国外无人机空中交通管理方式及体系架构层级,归纳体系架构设计原则,提出多种UTM架构并给出民用无人机飞行动态传输模式,推动我国无人机产业和低空经济发展。【方法】通过文献法、数据调研法分析国外相关情况,结合我国现状,遵循服务主导、安全聚焦等原则进行体系架构设计。【结果】提出集中式、分散式双层级和三层级UTM架构,明确民用无人机飞行动态传输的多种路径及各部门数据交互方式。【结论】有助于构建适用于我国国情的无人机空管体系架构及标准,为我国无人机产业和低空经济发展提供支持。[Objective]The paper aims to analyze the foreign unmanned aerial vehicle(UAV)air traffic management methods and system architecture levels,summarize the design principles of the system architecture,propose multiple UTM architectures and provide the dynamic transmission mode of civil UAV flights,and promote the development of China’s UAV industry and low-altitude economy.[Method]The situations in foreign countries are analyzed through the literature method and data research method,and combined with the current situation in China,the system architecture design is carried out following the principles of service orientation,safety focus,etc.[Result]The centralized,decentralized two-level and threelevel UTM architectures are proposed,and the multiple paths of dynamic transmission of civil UAV flights and the data interaction methods of various departments are clarified.[Conclusion]It is helpful to build a UAV air traffic control system architecture and standards suitable for China’s national conditions,and provide support for the development of China’s UAV industry and low-altitude economy.
