城乡融合背景下乡村生态环境治理的利益整合探析

摘　　要：统筹城乡一体化是推进城乡协调发展、推进农业农村现代化的重大战略举措。然而,伴随着我国经济和社会的飞速发展,农村生态环境治理中的利益分配与农民利益分配出现严重的脱节,农村地区仍然存在着一些突出的利益整合问题,如各生态利益主体尚未充分认识到生态责任的重要性、城乡之间利益主体诉求表达受阻、城乡之间利益共享不得当等。该文将从各生态利益主体共同构建生态和谐的责任、健全生态利益诉求与表达体系、建设生态利益共享机制等方面提出城乡融合过程中乡村生态环境治理的利益整合路径。Coordinating urban-rural integration is a major strategic measure to promote the coordinated development of urban and rural areas and promote agricultural and rural modernization.However,with the rapid development of China's economy and society,there has been a serious disconnect between the distribution of benefits in rural ecological and environmental governance and the distribution of farmers'interests.There are still some prominent interest integration problems in rural areas,such as the fact that various ecological interest entities have not yet fully recognized the importance of ecological responsibility,the blocked expression of the demands of interest entities between urban and rural areas,and improper sharing of benefits between urban and rural areas.This paper will propose the interest integration path for rural ecological environment governance in the process of urban-rural integration from the aspects of the joint responsibility of various ecological interest entities to build ecological harmony,improve the ecological interest appeal and expression system,and build an ecological interest sharing mechanism.
