全域土地综合整治的理论逻辑、政策演进与优化路径

摘　　要：从制度变迁的视角出发,探究我国全域土地综合整治的理论逻辑与政策演进,重点分析全域土地综合整治政策在制度僵滞期、制度演变期和制度断裂期等历史性变迁过程中,如何影响土地管制权、土地发展权和土地财产权3类土地权利的调控。在此基础上,进一步分析当前全域土地综合整治面临的困境,预测未来制度变迁的潜在驱动因素,提出新时期全域土地综合整治的优化路径,包括在土地管制权方面应整合要素与系统,优化规划空间赋权,推进要素权益重构;在土地发展权方面应统筹供给与需求,创新土地流通机制,促进区域联动发展;在土地财产权方面应协调效率与公平,释放土地资产价值,带动整治综合效应,以期为未来全域土地综合整治的制度设计提供有益参考。The theoretical logic and policy evolution of China's comprehensive land consolidation are explored from the perspective of institutional change,with a focus on analyzing how policies affect the regulation of three types of land rights:land control rights,land development rights,and land property rights during historical changes such as institutional stagnation,institutional evolution,and institutional rupture.On this basis,further analysis is conducted on the current difficulties and issues in the comprehensive land consolidation of the entire region,as well as the potential driving factors for future institutional changes.An optimization path for the comprehensive land consolidation of the entire region in the new era is proposed,including the integration of elements and systems in land control rights,optimization of spatial planning empowerment,and promotion of element rights reconstruction;In terms of land development rights,it is necessary to realize coordination of supply and demand,innovation of land circulation mechanisms,and regional linkage development;In terms of land property rights,efficiency and fairness should be coordinated,and the value of land assets should be released to drive the comprehensive effect of land consolidation.
