“二级学院自主创新”的概念证成与实践理性——基于“学院办大学”的概念比较

摘  要:“学院办大学”在学理上存在形象性突出但科学性不足的问题,在实践中推行过程皆由政府或者学校主导推动,至今尚未探索出可突破传统路径依赖的有效模式。“二级学院自主创新”能够消解“学院办大学”的负向评论,凸显“学院办大学”的中国道路,是既反映其精神实质又具有鲜明指向的学术表达。同时,“二级学院自主创新”比“学院办大学”更能体现学院办学的主体性、学院改革的主动性、示范学院的生成性。试点学院理想的生成路径正是通过“二级学院自主创新”获得改革亮点,然后通过政府或者学校助推亮点的放大与升华,实现一种自下而上生成同时自上而下推进的双驱动力变革模式。The notion of colleges running universities has the problem of prominent image but insufficient scientificity in theory.In practice,the implementation process is led by the government or schools,and no effective model that can break through the traditional path dependence has been explored."Secondary colleges'independent innovation"can dispel the negative comments of"colleges running universities"and highlight the Chinese path of"colleges running universities".It is an academic expression that reflects its spiritual essence and has a clear direction.At the same time,"secondary colleges'independent innovation"can better reflect the subjectivity of colleges running schools,the initiative of college reforms,and the generation of demonstration colleges than"colleges running universities".The ideal generation path of pilot colleges is to obtain reform highlights through"secondary colleges'independent innovation",and then promote the amplification and sublimation of highlights through the government or schools,so as to realize a dual-driving force transformation model that is generated from the bottom up and promoted from the top down.
