摘　　要：新加坡为保持在人工智能领域的竞争力,分别于2019年、2023年发布两版国家人工智能战略,展现了其在技术前沿的探索与推动公共利益的远见。2019年版通过智能交通管理、个性化医疗保健等五个国家级人工智能项目,展示了人工智能在提高社会服务和经济效益方面的潜力。2023年版采取更系统化的框架,通过三大系统、十个推动因素和十五项行动,进一步扩展了人工智能在行业、政府、研究、人才培养、计算资源、数据治理等领域的应用,并注重多方协作和生态系统的建设,以全面推动人工智能的创新和部署。对比两版战略的内容,展现出在技术研发、教育培养、治理规范、国际协作等方面的战略升级,体现了对人工智能快速发展及其社会影响的全面理解与应对能力。新加坡的这一战略演变过程,不仅推动了人工智能技术在社会福祉领域的应用,还为其他国家提供了制定和调整本国人工智能政策的宝贵借鉴,具有一定的国际参考价值。To maintain its competitive edge in the field of artificial intelligence,Singapore released national AI strategies in 2019 and 2023,both demonstrating its forward-thinking approach in advancing technology and promoting public interests.The 2019 strategy introduced five national AI projects,including intelligent transportation management and personalized healthcare,highlighting AI’s potential to enhance social services and economic benefits.The updated 2023 strategy adopts a more systematic framework,incorporating three systems,ten driving factors,and fifteen actions.This framework broadens AI applications across industries,government,research,talent development,computational resources,and data governance,with an emphasis on multi-party collaboration and ecosystem development to comprehensively advance AI innovation and deployment.Comparing the two strategies,Singapore demonstrates strategic upgrades in areas such as technology R&D,educational development,governance standards,and international cooperation,reflecting a thorough understanding,rapid advancements in AI and its social impacts.This strategic evolution not only promotes AI applications for societal well-being but also offers a valuable reference for other countries in formulating and adapting their own AI policies,carrying significant international relevance.
