摘　　要：高校大型仪器设备是开展高水平科学研究和培养高层次人才的重要工具,是创新驱动发展的“助推器”,对提升国家创新整体效能,促进新质生产力发展具有重要意义。梳理国内外高校大型仪器设备现状,分析导致开放共享效益不高的4个主要原因:购置论证不充分、共享机制不健全、共享氛围不浓郁和维修维护基金不到位。在此基础上,从全生命周期管理视角,制定大型仪器设备开放共享策略。运用系统科学观,从供应侧、需求侧、连接侧、政府和合作方多维度,构建大型仪器设备开放共享“摸、理、升、推、合”协同治理模式。通过创新实践,显著提升了大型仪器设备使用绩效,为高校大型仪器设备开放共享提供了实践参考,对促进科技创新和资源优化配置具有重要价值。Large-scale scientific instruments and equipment in universities serve as a crucial tool for conducting high-level scientific research and cultivating high-level talents.It becomes a“catalyst”for innovation-driven development,which is of significant importance for enhancing the overall efficiency of national innovation and promoting the development of new-quality productive forces.This paper reviews the current status of open sharing for large-scale instruments and equipment in universities both domestically and abroad.Four main reasons concerned with the low efficiency of sharing are analyzed,i.e.,insufficient purchase justification,imperfect sharing mechanisms,lack of a strong sharing atmosphere,and inadequate maintenance funds.Based on this study,open-sharing strategies are formulated from the perspective of the full life cycle management.This paper proposes a collaborative governance theory for the open sharing of large-scale instruments and equipment in universities by systematic scientific methods.It examined the issue from multiple dimensions including the supply side,demand side,connection side,government,and partners.A sharing strategy is interpreted which includes finding out the real situation,organizing promotional activities,optimizing the management system,upgrading the platform,and establishing a new type of cooperation relationship.Through innovative practice,the performance of large-scale instruments and equipment is significantly improved.This study provides theoretical guidance and practical cases for the open sharing of large-scale instruments and equipment in Chinese universities and has important value for promoting technological innovation and optimizing resource allocation.
