档案工作赋能公共治理的国际动向与中国借鉴——基于ICA阿布扎比大会主题的分析

摘　　要：档案工作赋能公共治理体现了档案工作的公共属性和社会价值。从国际档案大会(ICA)阿布扎比大会的议题设置和具体会议内容来看,档案工作赋能公共治理主要聚焦于档案工作如何助力和平世界构建、文化遗产保护、数字社会治理、公共环境保护、公共信任建构、公共记忆留存六个方面。ICA阿布扎比大会体现了档案工作赋能公共治理的国际动向,为管窥国内外档案学术研究的差异和档案工作实践的进展提供了参照。在国家治理现代化进程中,从推进理念变革、深化知识创新、强化技术融入、注重国际传播四个方面借鉴ICA阿布扎比大会的有益做法,能为档案工作赋能公共治理的思路拓展和路径变革提供借鉴,也是拓展档案工作社会影响力的重要途径。Empowering public governance through archival work reflects the public nature and social value of archival work.From the agenda setting and specific content of the International Conference of Archives(ICA)Abu Dhabi Conference,empowering public governance through archival work mainly focuses on how archival work can contribute to the construction of a peaceful world,cultural heritage protection,digital social governance,public environmental protection,public trust construction,and public memory preservation.The ICA Abu Dhabi Conference reflects the international trend of empowering public governance with archival work,providing a reference for exploring the differences in academic research on Archives and the progress of archival work practices at home and abroad.In the process of modernizing national governance,drawing on the beneficial practices of the ICA Abu Dhabi Conference from four aspects:promoting conceptual change,deepening knowledge innovation,strengthening technological integration,and emphasizing international communication,can provide reference for the expansion of ideas and path changes in empowering public governance with Archives,and is also an important way to expand the social influence of Archives work.
