摘　　要：二战后美国青少年国家安全教育法制化历经初立突破、下沉完善、专业建设、转型优化四个时期,搭建起了完备的国家安全教育法制体系。剖析四个时期美国青少年国家安全教育法制化的历史沿革、现实梗阻及纵深原因,可以发现,其法制化建设路径呈现出国家利益引导方向、意识形态主导建构、危机意识推动进程、多元主体助力落地、大中小学分段培育的显著特点;同时,也面临着法制政策述而不作、立法进程反复低效、意识形态过度泛化、教育资源分布不均等发展困境。他山之石可以攻玉。镜鉴美国,新时代我国国家安全教育法制化建设须从增强危机意识、推动专项立法、保障经费投入、明确责任机构等处着重发力,以法治刚性推动青少年国家安全教育体系发展完竣。Since the end of World WarⅡ,the legalization of national security education for young people in the United States has been through four periods of development:initial breakthrough,sinking and perfecting,professional construction,and transformation and optimization,and a sound legal system for national security education has been built.After analyzing its historical evolution,practical obstacles and deep roots in the U.S.during the four periods with the historical analysis method and the literature research method,we find that along its construction path some remarkable features manifest themselves:the national interest guides its direction;ideology dominates its construction;crisis awareness promotes its process,pluralistic main body assists the landing,and primary,middle and higher schools carry it out in sections.At the same time,it is caught up with such problems as failure to implement legal policies,retarded and inefficient legislative process,over⁃generalized ideology,and uneven distribution of educational resources.Other’s experience can be drawn upon to our ends just as stones from other mountains can be used to polish jade.Looking at the same issue in the American mirror,we should focus on strengthening crisis awareness,promoting special legislation,guaranteeing financial inputs,and clarifying the accountabilities of the institutions concerned in the new era in this regard,and we should promote the completion of national security education system for young people in a rigidly legal way.
