高校服务创新驱动发展战略能力及其影响因素:一项区域比较研究

摘　　要：高校作为国家创新体系的重要组成部分,应承担起服务创新驱动发展战略的使命。基于2012-2021年我国30个省市的面板数据,运用熵值-TOPSIS法对高校在国家创新体系中服务创新驱动发展的战略能力进行评估,在此基础上采用分位数回归分析法对影响高校服务能力的因素展开探讨。结果表明:高校服务创新驱动发展战略能力呈现出“东高中平西低”的分布格局,高水平集聚特征显著;人力资本、校企合作、R&D经费投入强度对高校服务创新驱动发展战略能力产生显著正向影响;人均科技经费在部分分位点对高校服务创新驱动发展战略能力产生负向影响,政府支持、人均GDP对服务能力的提升未发挥作用。基于此,从优化高等教育资源空间布局、加强人力资本支撑、深化产学合作模式、优化科技投入机制以及构建有助于科技创新生态环境等方面提出对策建议。As an important part of the national innovation system,universities should undertake the mission and obligation of service innovation-driven development strategy.Based on the panel data of 30 provinces and cities in China from 2012 to 2021,this paper applies entropy-TOPSIS method to evaluate the service innovation-driven development strategy ability of colleges and universities in the national innovation system compared with other innovation entities.On this basis,quantile regression analysis is adopted to conduct in-depth discussion on the factors affecting the service ability of colleges and universities.The results show that:(1)The strategic ability of service innovation-driven development of colleges and universities shows a distribution pattern of"east high school is lower than west",and the characteristics of high-level agglomeration are significant.(2)Human capital,schoolenterprise cooperation and R&D investment have significant positive effects on the service innovation-driven development strategy ability of colleges and universities.(3)The per capita science and technology funding has a negative impact on the strategic ability of service innovation-driven development of colleges and universities in some sub-points,and the government support and per capita GDP have no effect on the improvement of service ability.Based on this,countermeasures and suggestions are put forward from the aspects of optimizing the spatial layout of higher education resources,strengthening the support of human capital,deepening the mode of industry-university cooperation,optimizing the mechanism of scientific and technological investment,and constructing the ecological environment conducive to scientific and technological innovation.
