我国研究生教育分类发展的政策检视与路径突破——基于高等教育强国建设的视角

摘　　要：研究生教育分类发展是当前高等教育强国建设的重要举措。本研究以政策工具为X维度、高等教育强国概念要素为Y维度、政策颁布时间段为Z维度,构建我国研究生教育分类发展政策的三维分析框架,旨在揭示研究生教育分类发展政策工具的选择偏好。基于新中国成立以来研究生教育政策文本的编码分析,发现研究生教育虽然分类别、分阶段地促进了高等教育强国建设,但也存在如下问题:研究生教育分类发展政策支撑高等教育强国建设存在路径依赖效应,政策工具和高等教育强国概念要素匹配的科学性有待提升,以及分类发展政策各维度出现衔接断裂现象。研究生教育分类发展政策体系的突破需注重政策工具类型选择的协调性,强化高等教育强国概念要素的均衡性,提升政策工具与高等教育强国概念要素的耦合性,全链条地促进研究生教育分类发展。The classified development of postgraduate education is an important measure in the current construction of a great power in higher education.The study constructs a three-dimensional analytical framework for policies of the classified development of postgraduate education in China,using policy tools as the X dimension,the conceptual elements of a great power in higher education as the Y dimension,and the time periods for the promulgation of policies as the Z dimension,to reveal the selection preferences of policy tools for the classified development of postgraduate education.Based on the coding analysis of postgraduate education policy texts since the founding of the People's Republic of China,it is found that although postgraduate education has promoted the construction of a great power in higher education with a categorical and phased manner,there are such following problems in the development of postgraduate education as:a path-dependent effect in the policy of the classified development of postgraduate education to support the construction of a great power in higher education,the scientificity of matching policy tools with the conceptual elements of a great power in higher education needing to be improved,and a disconnection of articulation in various factors of the policy.The breakthrough of the policy system of the classified development of postgraduate education should focus on the coordination of policy tools selection,strengthen the balance of the conceptual elements of a great power in higher education,improve the coupling between policy tools and the conceptual elements of a great power in higher education,and promote classified development of postgraduate education in the whole chain.
