从研究生规模扩张看高等教育体制改革的方向与路径

摘  要:扩大研究生教育规模是大势所趋。但透过当前考研热和研究生教育规模扩张,不难发现高等教育结构依然存在单一化和封闭化倾向,它使得高校和学生只能被动地沿着学术阶梯单向通道不断朝上奋进,升本、考研,升格、改名……以此争取到更多资源和更有利位次,却因而失去了多样化选择、特色化和个性化发展机会,由此造成结构单一化和封闭化的根源在于僵化落后的教育管理体制。因此,必须继续深化教育管理体制改革,管理中心下移,明确中心城市职责定位,探索三级办学三级管理新模式;坚持公平优先法则,改变项目制管理方式;以破“五唯”评价为突破口,加快高等教育多样化发展。Expanding the scale of graduate education is the trend of the times.However,through the present situation of"Graduate entrance exam craze"and the phenomenon of expansion of graduate education scale,It is not difficult to find that the structure of higher education still has a tendency towards singularity and closure.This means that universities and students can only passively advance along the one-way path of the academic ladder,such as upgrading to undergraduate,attending postgraduate exam,upgrading a higher level,changing the name and so on,in order to gain more resources and a more advantageous position.But as a result,they lose opportunities for diversified choices,specialization,and personalized development.The root cause of structural singularity and closure lies in the rigid and backward education management system.Therefore,it is necessary to continue to deepen the reform of the education management system,move the management center downwards,clarify the responsibilities of the central city,explore new models of three-level education and three-level management;Adhere to the principle of prioritizing fairness,change the project management approach;Take the breakthrough of breaking through the"five criteria"evaluation,accelerate the diversified development of higher education.
