摘　　要：现代社会竞争是人力资源的竞争,归根结底是质量的竞争。质量管理是应用型大学把“创造质量”和“利用质量”紧密结合起来的重要管理手段,是通过管理促成质量,利用质量促进管理,进而实现可持续健康发展的管理创新。质量管理是全要素的、全面的管理,做优做强质量管理,需要树立系统思维,从质量管理系统的各关联要素出发,立足系统整体性、关联性和动态平衡性,在系统主体、系统客体、系统介体、系统环体四个维度上谋求突破。In modern society,the competition is fundamentally a contest of human resources,which at its core is a competition of quality.Quality management is an essential managerial tool for application-oriented universities to closely integrate the"creation of quality"and the"utilization of quality".It is a management innovation that promotes quality through management,utilizes quality to promote management,and ultimately achieves sustainable and healthy development.Quality management is comprehensive and involves all elements.To improve and strengthen quality management,it is necessary to first establish systematic thinking,then start from the various related elements of the quality management system,and finally focus on the overall,related,and dynamic balance of the system,seeking breakthroughs in the four dimensions of system subject,system object,system medium,and system environment.
