重点行业挥发性有机物排污权核算方法研究:以湖北省企业为例

摘　　要：排污权的有偿使用和交易是推进主要污染物总量减排工作的重要手段,随着我国对挥发性有机物(VOCs)治理的重视,VOCs也纳入排污权交易因子中,而排污权的准确核定是进行排污权交易的基础。该文总结了现阶段VOCs排污权核定的不同方法,对化工行业、工业涂装行业、包装印刷行业、防水建筑材料的VOCs排污权核定方法开展研究,探讨了各种方法的适用条件和应用场景。The paid use and trading of emission permits are important means to promote the total emission reduction of major pollutants.With China’s emphasis on the treatment of volatile organic compounds(VOCs),VOCs are also included in the emission permit trading factor,and the accurate verification of emission permits is the foundation for emission permit trading.This article summarizes the different methods for VOCs emission rights verification at present,and conducts research on VOCs emission rights verification methods for chemical industry,industrial coating industry,packaging and printing industry,and waterproof building materials.It explores the applicable conditions and application scenarios of various methods.
