国有企业在新型举国体制中的关键支撑作用:基于产业链创新链融合的视角

摘　　要：促进产业链创新链融合对于实现关键核心技术创新突破具有重要意义,而推动重点基础研究与自主产品开发有效互动,又是促进产业链创新链融合的重要举措。沿着推动重点基础研究与自主产品开发建立有效互动、激活有效互动和实现有效互动的逻辑递进,新型举国体制分别对应三方面体制优势:发挥国家重大科技创新组织者作用、推动有为政府和有效市场更好结合和打造产学研深度融合技术创新体系。为进一步增强新型举国体制的优势,文章提出,作为中国特色社会主义的重要政治基础和物质基础,国有企业有必要作为政策工具、战略力量和关键节点在新型举国体制中发挥关键支撑作用,而且,在健全新型举国体制的同时,国有企业自身的政治和经济双重优势也能得到巩固和提升。Promoting the integration of industrial chain and innovation chain is of great significance to achieve breakthroughs in key core technology innovation,and promoting the effective interaction between key basic research and independent product development is an important measure to promote the integration of industrial chain and innovation chain.Along with the logical progression of promoting key basic research and independent product development to establish effective interaction,activate effective interaction and achieve effective interaction,the new nationwide system corresponds to three institutional advantages:giving play to the role of a major national scientific and technological innovation organizer,promoting a better combination of government and effective market and creating a deep integration of industry,university and research technology innovation system.In order to further enhance the advantages of the new national system,this paper proposes that,as an important political and material foundation of socialism with Chinese characteristics,state-owned enterprises are necessary to play a key supporting role in the new national system as a policy tool,strategic force and key node.The political and economic advantages of state-owned enterprises themselves can also be consolidated and enhanced.
